Stunt driving charge laid
The Killaloe Detachment of the Ontario Provincial Police (OPP) is reminding motorists that aggressive driving is dangerous and is a leading factor in fatal motor vehicle collisions on OPP patrolled roads.
On February 27, 2024, shortly after 9:00 p.m., members of the Killaloe Detachment conducted a traffic stop on a sport utility vehicle (SUV) on Highway 41, in the Township of Bonnechere Valley.
The 24-year-old driver from London was found to be travelling at 158 km/h in a posted 80 km/h zone. As a result of police investigation, the driver was charged with Operating a Motor Vehicle while Performing a Stunt – Speeding contrary to the Highway Traffic Act. The defendant was issued a summons to appear in court at the Ontario Court of Justice, Pembroke. The vehicle was towed and impounded for fourteen days. The driver’s licence was seized and suspended for thirty days.

Drugs seized and chihuahua located
A missing Chihuahua is back in the care of its owner and three individuals are facing drug-related charges after an incident in Pembroke.
On the afternoon of March 5, 2024, officers from the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP), with assistance from the Canine Unit, responded to a residence in the city’s west end after a receiving a report of unwanted persons at the location. Police seized over 90-grams of suspected cocaine and a 2-kilogram Chihuahua that had been reported missing on February 24, 2024. Officers also located items typically associated with drug trafficking, including cash, cell phones and digital scales.
Amanda MEILLEUR, age 30 of no fixed address, and Corey POPKIE, age 36 of Pembroke are each charged with possession of a Schedule 1 substance for the purpose of trafficking-cocaine.
MEILLEUR faces an addition charge of failing to comply with a probation order.
Quinton RACINE, age 25 of Pembroke, is charged with:
- Possession of a schedule 1 substance – methamphetamine
- Possession of a schedule 1 substance – fentanyl
- Failure to attend court
RACINE and POPKIE were held for a bail hearing on March 6, 2024, at the Ontario Court of Justice in Pembroke. MEILLEUR was released with a court date of April 30, 2024, at the Ontario Court of Justice in Pembroke.

Police investigate Break and Enter in NAW
Police are investigating a break and enter to a residential property.
On February 28, 2024, just before 6:00 p.m., members of the Killaloe Detachment of the Ontario Provincial Police (OPP) responded to a report of a break and enter to a residential property on Island View Drive, in the Township of North Algona Wilberforce.
Unknown person(s) had entered through a rear door causing damages. Nothing was reported stolen.

Intimate Partner Violence calls result in charges
Police have arrested and charged two individuals relating to recent Intimate Partner Violence (IPV) incidents.
On March 1, 2024, members of the Killaloe Detachment of the Ontario Provincial Police (OPP) responded to a domestic dispute call for service in the Township of Killaloe, Hagarty and Richards. As a result of the investigation, police arrested and charged a 51-year-old from Pikwakanagan Ontario First Nation with the following Criminal Code offence:
- domestic assault.
The accused was released on conditions and is scheduled to appear in court later at the Ontario Court of Justice, Pembroke. The name of the accused has been withheld to protect the identity of the victim.
On March 3, 2024, members of the Killaloe Detachment responded to a break and enter call for service in the Township of North Algona Wilberforce. As a result of the investigation, police arrested and charged a 36-year-old from Pembroke with the following Criminal Code (CC) and Controlled Drugs and Substances Act (CDSA) offences:
- domestic breach of release conditions, (three counts); and,
- possession of a schedule 1 substance, (suspected fentanyl).
The accused was held in custody pending a bail court hearing at the Ontario Court of Justice, Pembroke. The name of the accused has been withheld to protect the identity of the victim.

Impaired charges for MV and NAW drivers
Police have charged two drivers with impaired criminal offences over the past week.
On February 28, 2024, just before 9:00 p.m., the Killaloe Detachment of the Ontario Provincial Police (OPP) conducted a traffic stop on a passenger car on Smaglinski-Stoppa Parkway, in the Township of Madawaska Valley.
As part of the investigation, the driver was transported to the detachment for further testing. As a result of the investigation, 61-year-old James KUIACK of Killaloe was arrested and charged with the following Criminal Code (CC) offence:
- refusal to comply with breath demand.
The accused was released on conditions and is scheduled to appear in court on March 13, 2024, Ontario Court of Justice, Pembroke.
On March 3, 2024, just after midnight, members the Killaloe Detachment conducted a RIDE check on Crimson Maple Road, in the Township of Bonnechere Valley. Police conducted a traffic stop on a pickup truck at this location.
As part of the investigation, the driver was transported to the detachment for further testing. As a result of the investigation, 39-year-old Timothy GALLAGHER of North Algona Wilberforce Township was arrested and charged with the following Criminal Code offences:
- impaired operation of a conveyance;
- operating a conveyance while having over 80 mgs of alcohol per 100 ml of blood; and,
- careless storage of a firearm.
The accused was released and is scheduled to appear in court on March 27, 2024, Ontario Court of Justice, Pembroke. The licence was seized and suspended for 90 days, and the vehicle towed and impounded.

Police warn opioid users of potential lethal dangers
Some drugs may have substances which counteract Naloxone
The Ontario Provincial Police (OPP) is warning those who choose to use opioids about the potentially lethal dangers they are facing.
OPP detachments across eastern Ontario continue to see overdose cases, some of which have proven to be fatal. Upper Ottawa Valley OPP officers have investigated several suspected drug overdoses in the last few months, one recent one resulting in a death.
As a law enforcement organization, the OPP’s role is to investigate opioid-related incidents with an acute focus on the apprehension of those who produce, import and traffic illegal drugs.
Drugs bought on the street may contain unknown substances. Some of these can lead to serious health issues, including death, even in small amounts. Other substances can interfere with the life-saving effects of Naloxone use in an overdoes.
If you suspect someone is experiencing an overdose and needs medical attention, immediately call 9-1-1 and stay with the victim.
At the centre of the OPP’s response to the opioid crisis is the spirit of the Good Samaritan Drug Overdose Act which is intended to save lives. It applies to anyone seeking emergency support during an overdose, including the person experiencing an overdose. The act protects the person who seeks help, whether they stay or leave from the overdose scene before the arrival of first responders. The act also protects anyone else who may be at the scene when help arrives.
Those looking for support may contact their primary health care provider, the Renfrew County and District Health Unit, The Centre for Addiction and Mental Health or Addiction & Mental Health Ontario.
