On March 21, 2021, at approximately 9:15 p.m., members of the Upper Ottawa Valley (UOV) Detachment Ontario Provincial Police (OPP) responded to a motor vehicle collision on Boundary Road in the City of Pembroke. Preliminary investigation revealed that a westbound passenger vehicle struck a westbound inline skater. The inline skater then entered the vehicle through the windshield. The inline skater, a 28 year-old from Pembroke, was extricated from the vehicle by the Pembroke Fire Department and transported to hospital by land ambulance. The injured person was subsequently flown to an Ottawa area hospital by ORNGE with serious, life altering, injuries. The driver of the motor vehicle was not injured. OPP Technical Collision Investigators (TCI) attended the scene and are assisting with the investigation along with OPP Forensic Identification Services (FIS) members.
As part of the investigation a Roadside Screening Device was utilized and the driver was transported to the detachment for further testing.
As a result of this investigation Evan FOSS, age 41 of Laurentian Valley Township, has been charged with the following Criminal Code offences:
- Operation while impaired – blood alcohol concentration 80mg plus
- Operation causing bodily harm
The accused had their driver’s licence suspended for 90 days and their vehicle towed and impounded for seven days. The accused was released to appear at the Ontario Court of Justice in Pembroke on April 27, 2021.
