Sex offence charges laid, police urge victims to come forward
Officers from the Crime Unit of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) have charged a Pembroke resident with several sex-related offences in relation to a minor.
The investigation began in mid-January 2024, after a complaint was received regarding the inappropriate sexual conduct of an individual from Pembroke who had befriended the victim.
As a result of this investigation 60-year-old Dean Allan CHAPPELL was arrested on January 19, 2024, and charged with the following Criminal Code (CC) offences:
- Sexual Interference
- Invitation to sexual touching under 16 years of age
- Sexual assault on a person under 16 years of age
- Communicate with anyone under 18 years of age for the purpose of obtaining sexual services
The accused was held for a bail hearing and remains in custody until their next appearance at the Ontario Court of Justice in Pembroke on January 22, 2024.

Police investigate ATV theft in Madawaska Valley
Police are currently investigating the theft of a trailer and an all-terrain vehicle (ATV). See photos above.
On January 19, 2024, just before 8:30 p.m., police responded to a theft call for service on Siberia Road, in the Township of Madawaska Valley. A flatbed 2022 Bear 82X black float trailer and a 2022 blue Polaris Sportsman 850 ATV were stolen from a private property.

Killaloe OPP lay charges following Intimate Partner Violence incident
Police have laid criminal domestic charges after responding recently to an Intimate Partner Violence (IPV) incident.
On January 20, 2024, members of the Killaloe Detachment of the Ontario Provincial Police (OPP) responded to an assault call for service at a residence in the Township of South Algonquin. As a result of the investigation, police arrested and charged a 53-year-old from South Algonquin Township with the following Criminal Code offences:
- domestic assault, (four counts).
The accused was released on conditions and will appear in court at later date. The name of the accused person will not be released to protect the identity of the victim.
