OPP charge 23 individuals in Pembroke illegal drug operation – more arrests expected

Nearly two-dozen people have been arrested, with more arrests and charges expected after a drug trafficking investigation in Pembroke. Above: Items seized by OPP.

On Thursday, May 22 and Wednesday, June 4, 2025, the Ontario Provincial Police (OPP) executed search warrants at residences on Martin Street and Pembroke Street West in the City of Pembroke. This followed a five-month investigation by the OPP East Region Community Street Crime Unit (CSCU), Regional Support Team and the Upper Ottawa Valley OPP.

The investigation focused on drug trafficking in Pembroke. Police have arrested and charged 23 individuals so far, with more arrests and charges anticipated.

Over 400 grams of suspected fentanyl was seized, along with over 300 grams of suspected cocaine, over 120 grams of suspected crack cocaine, over 70 grams of suspected crystal methamphetamine, and over 650 suspected hydromorphone tablets. 

A loaded handgun with a full high-capacity magazine and regular magazine were seized, along with a loaded sawed-off shotgun, ammunition and a replica firearm. 

Over $13,000 in Canadian currency was seized as proceeds of crime, along with a 2023 SUV valued at over $55,000. Numerous cell phones were seized along with items typically associated with drug trafficking. 

Multiple units within the OPP assisted with the investigation and arrests, including East Region CSCU teams, the Organized Crime Enforcement Bureau, the Regional Support Team, Provincial Asset Forfeiture Unit, Tactics and Rescue Unit, Emergency Response Team, Canine Units and members of the Upper Ottawa Valley OPP Detachment.
